James Pérez, Ph.D., is the Director of Innovation & Scientific Advisor at Deca Analytics, where he oversees technology transformations and the implementation of strategies for maximizing benefits related to industrial innovation incentives across all capital markets products managed by DECA Analytics.

James brings over 20 years of varied experience as a scientist, manager, senior advisor, and strategic planner in the life sciences industry and the economic development field. He joined Deca Analytics after a 17-year tenure at the Puerto Rico Department of Economic Development and Commerce, where he managed the industrial research and development program that consists of a portfolio of economic incentives related to industrial R&D and innovation. The program, which promotes investments in innovation to increase Puerto Rico’s global competitiveness, includes cash grants, R&D tax credits, and industrial tax exemption. James developed public policies to maximize return on investment and achieve measurable business development outcomes from the program. Also, he developed and managed the R&D certification process and collaborated with public, private, and academic sectors on the implementation of effective technology-led economic development strategies. James managed a certification region with over 40 high-technology manufacturing facilities from the pharmaceutical, biotechnology, medical devices, and information technology industry sectors, among others.

Prior to public service, James’ professional background included management, technical support to manufacturing operations, and industrial research and development in the pharmaceutical and consumer products industries. James holds a Doctor of Philosophy degree in Analytical Chemistry from Purdue University. His broad experience and expertise in industrial innovation, technology-led public policy, effective government incentives procurement processes, and Puerto Rico’s unique R&D tax credit program, will drive the success of DECA Analytics, LLC’s most impactful services and initiatives.

Keishla has over 15 years of experience as an educator and university professor at various educational institutions and universities in Puerto Rico and has been responsible for their strategic planning, accreditation processes and grant writing. She was the Director of the Center for Innovation and Technology at the Puerto Rico Small Business Development Centers (PR SBDC) and also managed the Puerto Rico Innovation and Entrepreneurship Assistance Program (PRidea), a grant from the Small Business Administration (SBA) Federal and State Technology Partnership (FAST) program, for which she was the primary proposal writer —a grant that had not been awarded to Puerto Rico since 2015. As Director of the Center, Keishla leveraged her experience in the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs to provide assistance to entrepreneurs and researchers to further develop their innovations and commercialize their products. She also provides support and training to entrepreneurs, researchers, business counselors and different organizations in areas such as SBIR fundamentals, how to write a competitive SBIR proposal, cybersecurity, commercialization process, business planning for tech companies, intellectual property, patents, nontraditional forms of acquiring capital for your business, among others. Keishla also serves as a reviewer for the National Science Foundation’s SBIR programs.

Iris Lopez is a seasoned Human Resources executive with over 20 years of experience, specializing in HR compliance, organizational development and effectiveness, and strategic HR leadership. Currently serving as the HR Director at Deca Analytics, Iris plays a pivotal role in aligning HR strategies with business goals to drive organizational success. Her extensive background in managing complex regulatory environments ensures that Deca Analytics adheres to all relevant laws and standards while fostering a culture of accountability and excellence. Iris’s expertise in HR compliance and risk management is central to her role, where she collaborates closely with legal and risk management teams to navigate the complexities of HR law and mitigate risks within the organization. Her strategic approach to HR leadership is evident in her ability to lead HR transformations, develop talent strategies, and integrate global HR initiatives, all of which contribute to the long-term growth of the companies she has served. A Certified Coach, and Certified Virtual Facilitator (CVF), Iris is passionate about talent development and coaching. She excels in identifying employee potential and implementing strategies to nurture and develop talent, making her a trusted partner in guiding teams toward their full potential. Her coaching and conflict resolution skills have been consistently recognized by colleagues, reflecting her empathetic yet results-driven approach to HR management. In her previous roles, Iris has demonstrated a strong focus on change management and organizational development. Her academic background, including her MBA thesis on the "Effect of Organizational Change on Employees," underscores her deep understanding of how change impacts individuals and organizations. She has successfully spearheaded HR transformation projects, leveraging her expertise to enhance organizational effectiveness through strategic planning and execution. Iris is also a strong advocate for learning and development, having held a significant leadership position with the Association for Talent Development (ATD) Puerto Rico Chapter, as Chapter President. Under her leadership, the chapter was awarded the Membership Superstar Chapter 2019. Her initiative in creating international learning opportunities during the pandemic further showcases her commitment to continuous learning and innovation. Her technological proficiency in HR is another key strength, with a proven track record of optimizing HR technologies and digital tools to streamline processes and improve efficiency. Iris has led the adoption of platforms like SAP Success Factors and MS Teams, aligning these tools with global standards to enhance collaboration and productivity across HR functions. In addition to her corporate role, Iris is deeply committed to volunteer leadership and community engagement. Giovanni Rodríguez is the Tax Compliance Manager at DECA Analytics, LLC, where he focuses on overseeing the firm’s tax compliance efforts and supporting clients with comprehensive tax strategies. As a Certified Public Accountant and a member of the Puerto Rico Certified Public Accountant’s Society, Mr. Rodríguez brings a wealth of knowledge and expertise to his role at DECA Analytics.

With extensive experience in various industries, including banking, asset management, and specialty finance, Mr. Rodríguez has a proven track record of managing tax compliance for Fortune 500 clients. His professional journey includes significant roles at PricewaterhouseCoopers, where he handled tax compliance for major clients, and at BasePoint Capital LLC/Advantage Insurance, where he worked with specialty finance and insurance groups. Throughout his career, Giovanni has developed and implemented tax strategies that have optimized tax positions and minimized liabilities for large financial institutions and retail companies. He has played a crucial role in advising clients on tax planning and compliance, helping them navigate the complexities of local and international tax laws.

Giovanni holds a Bachelor’s Degree in Accounting from the University of Puerto Rico Rio Piedras Campus and is currently furthering his education by pursuing a law degree at the Inter American University School of Law. His diverse experience and commitment to continuous learning enable him to make significant contributions to the success of DECA Analytics and its clients.

Joel J. Ortega is a Senior Tax Analyst at Deca Analytics, where he applies his expertise in tax compliance, financial strategy, and regulatory insights to guide clients through complex tax structures and optimize their tax positions. His role includes conducting comprehensive tax analysis, implementing advanced tax planning, and advising on compliance to ensure clients’ financial goals align with current regulations. Known for his analytical acumen and client-centered approach, Joel customizes strategies to address both immediate and long-term financial objectives. At Deca Analytics, his insights play a vital role in enhancing the firm’s tax advisory services, empowering clients with informed decision-making and sustainable tax planning.

Joel built a strong foundation in tax and accounting through roles at Perdomo Ferrer LLC and Tort Saade & Associates, P.S.C. As a Tax Accountant and Act 60 Specialist at Perdomo Ferrer, he specialized in assisting Act 60 clients by developing tailored tax reduction strategies, performing financial forecasting, and ensuring compliance with updated tax laws. He managed multi-state tax reconciliations, reducing discrepancies, and conducted training sessions to keep his team up-to-date on evolving tax regulations. Additionally, his expertise with tax analytics tools enabled him to analyze large data sets and derive actionable insights that directly informed strategic financial decisions. Joel also collaborated closely with sales and management teams, integrating his tax expertise to streamline operational processes and contribute to company-wide improvements.

Earlier, as a Staff Accountant at Tort Saade & Associates, Joel developed essential accounting skills, including payroll management, journal entry processing, and corporate tax return preparation.

Joel holds a Bachelor’s degree in Business Administration with a focus on Accounting from the University of Puerto Rico, Bayamon Campus. This academic background equipped him with expertise in quantitative methods, financial management, and international business, providing a solid foundation for his career in tax compliance, financial reporting, and strategic tax planning.

Luis Ortiz is a seasoned tax analyst with a broad background in accounting, auditing, and client advisory. He has managed the accounting needs of high-value health plans, corporate clients, and specialized investments, refining his expertise in providing detailed financial services, including tax return preparation, bookkeeping, and strategic advisory for both businesses and individuals.

Luis’s practical experience spans various industries, from cryptocurrency investments to personal and corporate tax compliance under Puerto Rico’s Act 60 incentives. He is well-versed in the intricacies of complex tax regulations and is committed to delivering exceptional service with a focus on client satisfaction.

Passionate about guiding clients through effective tax strategies, Luis ensures compliance while helping them achieve their financial objectives. He aims to become one of Puerto Rico’s leading experts in Act 60, empowering his clients to take full advantage of available benefits and incentives to maximize their success.

Luis holds a Bachelor’s degree in Accounting from the AACSB-accredited Universidad Ana G. Méndez, Gurabo, and is currently pursuing an MBA at the AACSB-accredited University of Puerto Rico, Río Piedras Campus. In addition, he is working towards his CPA designation, continually enhancing his leadership, financial analysis, and business growth skills to help his clients maximize profits and achieve sustainable success.

She also holds dual BAs in Political Science and Philosophy (Magna Cum Laude) from the University of Puerto Rico, where she honed her analytical and problem-solving skills.

Daniela Gomez is a Sales Data Specialist at DECA Analytics, LLC. Fluent in both English and Spanish, Daniela brings extensive experience in business operations and client relations, excelling in data management, client engagement, and problem-solving. With exceptional adaptability and precision, Daniela ensures accurate data analysis and delivers top-notch data solutions.

Eddy works as a Client Data Specialist, with over 5 years of experience in data management, analysis, reporting and Data visualization.
