Luis Martinez Ebra, CPA, is the Financial Consulting Director at DECA Analytics, LLC, where he oversees the development and implementation of strategies for the Financial Consulting division, manages the preparation and presentation of financial reports, and leads the creation of bespoke financial consulting proposals.

Starting his career in the audit division of Arthur Andersen, Luis amassed a wealth of experience over his eleven-year tenure, serving clients across a multitude of industries including banking, manufacturing, distribution, advertising, and government. After leaving Arthur Andersen, he served as Controller for an SEC registrant operating in Puerto Rico, the Dominican Republic, and Haiti, adding another layer of depth to his financial expertise.

Luis has also held significant leadership roles as the Finance Director for both Vivendi Puerto Rico, the operator of the Puerto Rico Water and Sewer Authority, and the Puerto Rico Health Insurance Administration. As the CFO of a tax planning and consulting services company, he further honed his financial and operational skills. Throughout his career, Luis has been deeply committed to collaborating with key managers to maximize business profitability and maintain strong internal controls.

Luis’ professional journey also includes working as a sole practitioner, where he provided essential financial insights to management through comprehensive financial reports, including monthly financial statements, budgets, forecasts, feasibility studies, and financial projections. He also excelled in managing the treasury function, showcasing his versatility in financial management.

Luis holds a degree in Business Administration with a major in Accounting. He is a Certified Public Accountant and an esteemed member of both the Colegio de Contadores Publicos Autorizados de Puerto Rico (Puerto Rico CPA State Society) and the American Institute of Certified Public Accountants (AICPA). With his wide-ranging experience and expert knowledge, Luis continues to drive the success of DECA Analytics, LLC’s Financial Consulting division.
