Carolynn Kaufman López is a Senior Incentives Advisor at DECA Analytics, where she advises on Puerto Rico’s tax incentive programs with a particular focus on Act 60. She brings deep subject-matter expertise in incentive eligibility analysis, tax decree structuring and amendments, compliance strategy, regulatory interpretation, and economic impact evaluation.
Prior to joining DECA Analytics, Carolynn held senior leadership roles at the Puerto Rico Department of Economic Development and Commerce, including serving as Deputy Director at the Office of Incentives for Businesses in Puerto Rico and as Director of the Film Industry Development Program, where she oversaw the evaluation and administration of tax exemption decrees, amendments, and incentive programs, and managed significant public funds supporting economic development initiatives.
Carolynn holds a Juris Doctor (Magna Cum Laude, 2018) from the University of Puerto Rico School of Law and a Bachelor of Science in Business Administration, (Magna Cum Laude, 2015) with a concentration in Human Resources Management.
